Hamilton Area Council’s Guide to the 2026 PSAC Ontario Convention

Hamilton Area Council submitted 7 resolutions to the 2026 PSAC Ontario Convention on issues including human rights, international solidarity, ageism, and record keeping in our union. G-9: UNIVERSAL HEALTHCARE FOR ALL

WHEREAS union members have a long history of supporting and protecting public healthcare services in Canada;

WHEREAS public healthcare continues to face cuts and attacks from coast to coast; and

WHEREAS access to universal healthcare is not ensured for all workers in Canada, particularly impacting migrant workers:

BE IT RESOLVED that the PSAC call on federal, provincial and territorial governments to ensure all workers in Canada, including migrant workers, have guaranteed universal healthcare access, including immediate access to health coverage upon arrival, paid sick days, and to address employer interference with appointment scheduling and access to medical records.

G-13: CONFERENCE AND CONVENTION ACCESSIBILITY*

WHEREAS PSAC members with disabilities have identified accessibility barriers while travelling to and attending conferences and conventions:

THEREFORE BE IT RESOLVED that the PSAC conduct an accessibility audit of its most recent Conferences and Conventions since January 2023, including travel, accommodations, venues and activities;

BE IT FURTHER RESOLVED that the PSAC review and implement measures to address accessibility barriers at least one month prior to conferences and conventions; and

BE IT FINALLY RESOLVED that the PSAC consult members with disabilities and their relevant communities, committees or councils in their accessibility reviews and audits.

G-8: DECLARE ALL GOODS AND SERVICES FROM ISRAEL HOT CARGO

WHEREAS PSAC supported the Boycott, Divestment, and Sanctions campaign in 2012 and supported an arms embargo on Israel in 2024;

WHEREAS Palestinian unions issued a global call for unions to act to end all complicity, and to stop governments from arming Israel;

WHEREAS Israel’s ongoing genocide and system of apartheid is sustained by trade with Canada and other states; and

WHEREAS the term ‘hot cargo’ describes products and services that workers refuse to handle because doing so would undermine an ongoing labour dispute, or because an employer’s actions are unfair to workers:

BE IT RESOLVED that the PSAC demand the Canadian Labour Congress declare trade, services and relationships with Israel to be “hot cargo” and to cut ties with the Histadrut.

BE IT FURTHER RESOLVED that the PSAC declare arms shipments to Israel to be “hot cargo,” not to be touched by workers of conscience.

G-11: PSAC ONTARIO RESOLUTIONS OF RECORD

WHEREAS the PSAC makes resolutions of record from its national triennial conventions available to all members; and

WHEREAS making resolutions of record available to members promotes transparency and accountability while preventing duplication of resolutions at future conventions:

BE IT RESOLVED that PSAC Ontario prepare and make available online the resolutions of record from its PSAC Ontario Triennial Conventions;

BE IT FURTHER RESOLVED that PSAC Ontario update its resolutions of record following future PSAC Ontario Triennial Conventions.

G-12: END AGEISM IN THE WORKPLACE

WHEREAS ageism in the workplace impacts the older workforce, leading to discrimination in hiring, promotions, training opportunities and job security;

WHEREAS older individuals face systemic biases that devalue their experience and contributions, resulting in wage stagnation, job loss, and difficulty re-entering the workforce;

WHEREAS PSAC is committed to equity, diversity, and inclusion, and must take a strong stance against all forms of discrimination, including ageism;

BE IT RESOLVED that PSAC actively work to eliminate age discrimination in the workplace by advocating for stronger federal workplace protections and policies;

BE IT FURTHER RESOLVED that PSAC provide training and resources to educate members and employers on the impacts of ageism and promote fair and equitable employment practices;

G-10: SUPPORT FOR SUDAN

WHEREAS PSAC supported the Boycott, Divestment, and Sanctions campaign in 2012 and supported an arms embargo on Israel in 2024;

WHEREAS Canada continues to export military goods to the United Arab Emirates (UAE) amid credible concerns that it is diverting Canadian weapons to the Rapid Support Forces (RSF) paramilitaries in Sudan;

WHEREAS the UAE is considered a main backer of the RSF and has been repeatedly accused of supplying weapons to the RSF in Sudan;

WHEREAS Sudan is facing the world’s worst humanitarian crisis, with over 21 million facing high levels of acute food insecurity and 14 million people displaced as of October 2025;

BE IT RESOLVED that PSAC support the boycott, divestment and sanctions movement against the UAE;

BE IT FURTHER RESOLVED that PSAC declare arms shipments to UAE as “hot cargo”;

BE IT FINALLY RESOLVED that PSAC demand the Canadian government impose an arms embargo on the UAE.

G-14: PALESTINE EDUCATION

WHEREAS the PSAC Anti-Racism Action Plan commits to raising awareness and providing tools for leaders, union representatives, and all members to become anti-racist activists;

WHEREAS human rights organizations have reported that Gaza is home to the largest group of child amputees in modern history;

WHEREAS union members recognize the importance of learning about and demonstrating international solidarity among persons with disabilities, including those in Palestine; and

WHEREAS Palestinian unions issued a global call for unions to act to end all complicity, and to stop governments from arming Israel:

BE IT RESOLVED THAT the PSAC will conduct member education on the history of Israel’s occupation and colonization of Palestine, Canada’s complicity, and labour’s role to support a just peace.
